Join the Women’s Foreign Policy Group, House Democracy Partnership, International Republican Institute, and National Democratic Institute on Wednesday, April 10, 2024, from 5:00 to 7:00 PM ET, for a Capitol Hill address titled "Women in China: Regressive Gender Governance in Authoritarian States." 

This event will focus on regressive gender policies in authoritarian states in contrast to democratically governed states, with a special focus on the People’s Republic of China. This topic will be discussed by a panel of speakers with time reserved for audience Q&A, followed by a networking reception. 
Representative Vern Buchanan (R-FL) and Representative Dina Titus (D-NV) will deliver remarks. Rep. Carol Miller (R-WV), Rep. Raja Krishnamoorthi (D-IL), and Yaqiu Wang, Research Director for China, Freedom House are confirmed to speak on our panel, which will be moderated by Susan V. Lawrence, Specialist in Asian Affairs at the Congressional Research Service, Library of Congress.

U.S. Rep. Vern Buchanan is co-chair of the bipartisan 30-member Florida congressional delegation and Vice Chair of the powerful House Ways and Means Committee, which has jurisdiction over tax policy, international trade, health care, welfare, Social Security and Medicare. Buchanan is the most senior Republican on the committee and currently serves as Chairman of the Health Subcommittee, a key panel that has broad jurisdiction over traditional Medicare, the Medicare prescription drug benefit and Medicare Advantage. The subcommittee also oversees issues relating to medical education, private health insurance programs and subsidies delivered through the tax code, consumer-directed health savings tools and issues related to the quality of and access to care. Congressman Buchanan is the Chairman of the House Democracy Partnership.


Serving the First Congressional District of Nevada, Congresswoman Dina Titus has built a strong record of achievement as both an educator and a public servant. Currently in her seventh term in the U.S. House of Representatives, Dina is the dean of Nevada’s Congressional delegation. She is a proud member of the House Committees on Transportation and Infrastructure, Foreign Affairs, and Homeland Security. Dina serves as Ranking Member of a key Transportation and Infrastructure Subcommittee, where she works to help Nevada’s communities better respond to natural disasters, address the devastating impacts of climate change, and fight for infrastructure projects that will benefit the most vulnerable. Congresswoman Titus is the Ranking Member of the House Democracy Partnership. 

Congresswoman Carol Miller represents West Virginia’s First Congressional District. Miller serves on the Committee on Ways and Means. Miller’s focus in Congress is creating jobs, diversifying the economy, investing in trade relations, protecting America’s borders, and supporting West Virginia’s energy industries like coal, oil, and gas. Prior to her election to Congress in 2018, Congresswoman Miller served in the West Virginia House of Delegates from 2006 to 2018 where she rose to become the first female Majority Whip. A mother of two and grandmother of seven, Carol Miller is married to her husband Matt, and lives in Huntington, where she owns and operates Swann Ridge Bison Farm and manages real estate. Miller was born in Columbus, Ohio and is the daughter of Congressman Samuel L. Devine and Betty Devine. 

Congressman Raja Krishnamoorthi was elected to Congress in 2016 and is now in his fourth term representing Illinois’ 8th District, which includes Chicago’s west and northwest suburbs as well as the 41st ward of the city. He serves as Ranking Member of the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party, making him the first South Asian American in history to lead a Congressional Committee. He also serves on the House Permanent Select Committee on Intelligence and the Committee on Oversight and Accountability as a member of the Subcommittee on Economic Growth, Energy Policy, and Regulatory Affairs. The Congressman is a Vice-Chair of the Equality Caucus and Co-Chair of the Congressional Asian Pacific American Caucus (CAPAC) Immigration Task Force. In addition, he is the founder and Chairman of the bipartisan Congressional Caucus to End the Youth Vaping Epidemic and the bipartisan Solar Caucus. 

Yaqiu Wang is Research Director for China, Hong Kong and Taiwan at Freedom House, leading the organization’s research on human rights issues within China and the Chinese government’s global influence. Prior to joining Freedom House, Wang was Senior China Researcher at Human Rights Watch, working on issues including internet censorship, protection of human rights defenders, and women’s rights. She has also written extensively on the Chinese government’s role in undermining human rights globally and multinational corporations’ complicity in human rights violations in China. Before Human Rights Watch, Wang worked on press freedom issues in China and other Asian countries for the Committee to Protect Journalists. Wang was born and grew up in China, and has a MA degree in International Affairs from George Washington University. She has testified before US Congress, and is frequently quoted by major news outlets, including The New York Times, The Wall Street Journal and The Guardian, and appeared on CNN, NBC, NPR, and BBC. 

Susan V. Lawrence is a specialist in Asian Affairs at the Congressional Research Service (CRS), a division of the Library of Congress created to provide the US Congress with authoritative, non-partisan research and analysis. Her work focuses on US-China relations, Chinese domestic politics, Chinese foreign policy, and Mongolia. Lawrence joined CRS after a career spent largely in journalism. She worked as a staff reporter in Beijing and in Washington, DC for the Far Eastern Economic Review, The Wall Street Journal, and U.S. News & World Report. Highlights of her years as a journalist included four sets of in-depth interviews with then-Communist Party General Secretary Jiang Zemin and his senior leadership colleagues over a six-year period in the 1990s. Immediately before joining CRS, Lawrence managed public health advocacy programs in China for a Washington, DC-based NGO. Lawrence lived in China for a cumulative 13 years, 11 as a Beijing-based reporter, and two as a student at Peking University during her undergraduate years. She holds an AB magna cum laude in East Asian Studies from Harvard College and an AM in Regional Studies – East Asia from Harvard University, and is a fluent Mandarin Chinese speaker.
