Ms. S haima Hussain Gargash was appointed the Deputy Chief of Mission at the Embassy of the United Arab Emirates (UAE) in 2019. Previously, Ms. Gar gash was Head of the Embassy's Communications and Public Diplomacy Departme nt and a Political Analyst in the Congressional Affairs Division. p>
Prior to taking up her diplomatic post in Washington, DC, Ms. Gargash led the Policy Division in the Policy Planning Department at the UAE Ministry o f Foreign Affairs and International Cooperation (MOFAIC). In this role, she evaluated and developed policy recommendations, prepared policy briefs and guidance for senior UAE officials and diplomats, led training programs and managed a team of policy analysts.
Before joining MOFAIC, Ms. Ga rgash worked in the public and private sectors, including banking and real estate, and honed her skills handling complex economic and socio-political issues.
In 2008, she was part of the core team involved in the de velopment of the UAE's First Universal Periodic Review (UPR) report at the Human Rights' Council. During the same time, working for the Ministry of St ate for Federal National Council Affairs (MENCA), Ms. Gargash helped draft and publish a paper on the role of women in the UAE. In 2009, Ms. Gargash c ompiled an extensive research paper in collaboration with the Dubai School of Government (DSG) that examined "Women's Political Participation in the U AE." She was also directly involved with initial phases of the Medium-Term Expenditure Framework (MTEF), a fiscal policy for the Government of Abu Dha bi led by the Abu Dhabi Department of Finance.

Carmiel Arbit has worked at the intersection of foreign p olicy and government relations for nearly two decades. She is a nonresident Senior Fellow for Middle East Programs at the Atlantic Council. As co-foun der of Key Bridge Strategies, she has consulted for non-profit organization s around the world, advancing government relations, public diplomacy, and c ommunity engagement strategies on four continents. She has worked as a gove rnment relations professional for AIPAC, AJC, and Thomson Reuters, and as a researcher at the Brookings Institution’s Center for Middle East Policy. C armiel earned her BA from George Washington University and her MS from Geor getown University’s School of Foreign Service. She has been recognized as a top Foreign Policy Influencer by Diplomatic Courier; she is a Term Member of the Council on Foreign Relations and a Truman National Security Fellow.
