Pam Quanrud is a rising 2L at Howard University
School of Law, looking to a second career in social-justice-related appell
ate work. Pam previously enjoyed a thirty-year career in the Foreign Servic
e where she served in an array of positions including Director of the Globa
l Coalition to Defeat ISIS, Chief of Staff to Deputy Secretary William Burn
s, Principal Deputy Executive Secretary to Secretary Clinton, Deputy Assist
ant Secretary for Europe, Director for Europe at the National Security Coun
cil, and at positions in U.S. Embassies in Warsaw, Moscow, Bonn, Pretoria,
and Kingston, and the U.S. Mission to the UN. Pam is married with two grown
daughters and gives away trees in her spare time.
Rosalind Reische
r (moderator) is a senior consultant at APCO’s DC-based Public Aff
airs Advisory practice. She has a background in China policy and previously
worked in government relations and business advisory consulting with the A
sia practice at McLarty Associates. She has advised clients from a variety
of sectors and on topics ranging from navigating the US-China trade war to
the business implications of geopolitical shifts. Previously, Rosalind work
ed with the Project 2049 Institute, a research organization promoting Ameri
can security interests in Asia, as well as the Nicobar Group in Shanghai, a
consultancy focusing on US-China civil nuclear engagement. She is a gradua
te of the Johns Hopkins SAIS Center in Nanjing, where she concentrated in e
nergy, resources and the environment, holds a BA from UVA, and she is profi
cient in Mandarin Chinese.
